This tab holds what no department owns on its own: shared vocabulary, who to
contact, and the conventions this knowledge base follows.

It is also the one tab meant to stay readable by everyone, whatever happens to
the others.

## Why that matters

Access is currently all-or-nothing: anyone with a login reads the entire base.
The folder structure is nonetheless built so that a department can be closed off
later without moving a single file, no page belongs to two departments at once.
If finance one day stops being readable by production, only this tab is
guaranteed to stay open to all.
